The Unified Medical Information and Analytical System (EMIAS) was created in 2011 during the implementation of the program for the transition to digital health care in order to provide a more convenient access to free medical services for Moscow residents and improve the efficiency and quality of services.


EMIAS of Moscow, one of the most ambitious medical online projects in the world, currently contains a significant number of modules and components: a patient flow management system, a centralized service for the laboratory, the provision of medicines, regulatory information, a consolidated management accounting system, monitoring and many other services.

About the Project


Within the EMIAS of Moscow, Medlinesoft has developed and successfully implemented in all city clinics the EMIAS a personalised medical assistance accounting system (SPU EMIAS), designed to keep track of the medical care provided to patients and to monitor payments and settlements in accordance with the federal laws of the Russian Federation. The system covered about 500 medical organisations, more than 25 thousand users and 11 million patients.


The system of personalized account management EMIAS implemented in Moscow creates and transfers accounting documents online, instantly performs 150 format-logical check ups and provides hints for the convenience of users, aside from the full automation of service rating processes, determination of payment sources, reporting, examination of rendered services, and interaction with insurance medical organisations as well as with the territorial fund of compulsory medical insurance.


The introduction of the system has improved the quality and reliability of the data, saving about 500 million rubles per year by eliminating duplicate operations, reducing the cost of printing, processing and storing of the documents by transferring them into electronic form.
